This will be the GM who contacts you to get you started and tell you abit about the game.Rules1. General- CFHL is an online fantasy hockey league where player embark into the journey of an NHL General Manager to compete against other users.
- Users who have accepted the responsibility of a General Manager must stay active and interact with his/her fellow GMs.
- Everyone must respect each other, and treat his/her fellow peers with kindness
- If you have a problem with the any person or with the rules please address it in private with the Head of Rules and Discipline.
2. About the Game- A GM will be entitled to one, and only one team from the NHL.
- A GM cannot make multiple accounts to take multiple teams.
- The game uses an online simulator called STHS, you may view it here. CFHL Homepage
- CFHL Front Office Members allow trades through the system, update trades and signing, update email and free agency lists and help make through the season in many different ways.
3. Joining the GameInterested in becoming a General Manager? Here's what you need to do: - Sign up for an account on the forums.
- Send a Private Message to either one of the Commissioners.
- Go the CFHL Sign Up Forum and Register for a spot under the Sign Up Here For CFHL topic.
- You will be placed on a list of people who have interest in joining the game, and when a team opens up they will be contacted in order.
- You will have one day to respond to our contact (We will send an email and a PM to you). If you do not respond we will go to the next person on the list.
- A new GM will be greeted by the orientation committee and introduced to the basics of the game.
- New General Managers will not be allowed to make trades for 48 hours after joining, or until they can prove to the Board that they are a competent General Manager.
4. Being a General Manager- You will have at your disposal all the players, prospects, and coach for your respective team.
- The roster may be altered by your predecessor, which in that case, you will inherit the team as how it was last left by the previous GM.
- You will have access to all the prospects in your prospect chart, whom you may call up or send down at any given point.
- You may negotiate trades, sign free agents, or extend contracts during the year / off season.
- If you connect to the Client File, you may change your ticket prices, edit lines, and send players to waivers through the program.
- Expected to be active on MSN and the forum every 48 hours with posting acouple times or letting a CFHL Front Office Member know your still here. If your going to be away longer post in the inactive thread and leaving us more information.
5. Coaches- Season one of the CFHL will not be including Coaches.
- At the end of season two we will be having a Coach draft along with our NHL entry draft and we will be enabling coaching options. This will help to add an extra element of strategy and skill to the game.
- Coach draft is subject to change or could be eliminated all together.
6. Roster- You must have a complete roster in order to compete in the league.
- A complete roster involves having a minimum of 20 players, and a maximum of 23 players dressed and on your NHL team. Minimum of 12 Forwards, 6 Defencemen and 2 goalies is required.
- The maximum Number of players you may have under contract (NHL+Minors) is 44.
- Injuries and Suspensions do occur, and it is your responsibility to have players ready to fill in the vacant spots.
7. Setting Your Lines- It is your responsibility to set your roster and lines.
- To do this, download the STHS client. Then download the Client file off of the CFHL homepage.
- You can set your lines for 10 games in advance.
- You may not "Double shift" any of your lines by playing them as both the 1st and 3rd line, 2nd and 4th line, etc. If you want your players to have more ice time put them on your powerplay and penalty kill.
- Once your roster and lines are set how you like them, save them to the file.
- Once you have saved your lines to the file you may either send the file to the commissioner over msn, or email them to him. Your best bet is to simply email them to taglinecfhl@gmail.com
- If at any time you need to make changes, simply update your file and send it to him, he will input it into the sim as soon as he can.
- Don't forget to download the client file often, as you can only set your roster 10 games in advance, and you will need to download an updated file if you have made any trades.
8. Trades- You may make trades with other GM's during any given point of the year except after trade deadline.
- You have a limit of 5 trades to be used during the pre-season (these expire when the season begins) and another 5 during the season. An extra 3 trades are given during deadline weekend. 13 trades in total.
- Trades will be subject to approval by the head of signings and trades. If a trade is deemed to be too unfair it will be vetoed. This is in the interest of keeping the league competitive for all 30 teams.
- If a trade is vetoed you may plead your case, it is possible for a veto to be reversed if you reasons are deemed valid enough.
- If a trade is vetoed the Head of Trades and Signings will give you three options to correct the trade. If you chose to not accept any of these options the trade will be vetoed and you are on your own to correct it and make it plausible.
- Any trades made between the latest client file update and the next scheduled sim time will not be reflected until after the upcoming sim is finished. This info is in the Client File / Sim Status Thread.
- Once both GMs have come to terms on a trade they must post the trade in the transactions forum. Once it is posted all GMs involved must confirm the trade. We also recommend that you take a print screen of the MSN conversation for your records. Once the trade has been posted neither GM can back out, if one GM does there will be consequences.
- General Manager will not be able to back out of a trade once posted. If one GM trys to back out, or bends the rules in an attempt to back out of the trade we will fine the cheating team.
- Backing out of trades: If two general managers agree to a trade and post it, then one decides to withdrawal from the trade the withdrawing GM owes the other GM compensation if the GM to receive compensation can prove the trade was agreed upon. This can be proved with PM records as well as MSN records. We suggest taking a print screen of a transaction done over msn.
- Compensation breaks down as follows: A player 63 and under- 3rd round pick, 64-70 - 2nd round pick, 71+ - first round pick. The picks will come from the first year you have them available. If you have multiple picks available in a year you may chose which pick to give as compensation.
Example: GM A Trades a player rated 70 and a player rated 62 to GM B. GM B posts the trade, but GM A posts that he never agreed to it. GM B took a print screen when they agreed to the trade for proof and presents it to the head of trades and signings. The head then decides it had been agreed upon tjat GM A backed out, so GM A owes GM B a second round pick and a third round pick. - Any trade made during the "Trade freeze-times" may be backed out of by either GM so long as it is done before trades open up again and neither team will be due compensation. This is due to the fact that during these times trades are not officially recognized by the league. We will inform all General Managers when trade freeze is on, such as during the Exhibitions/Pre-season games.
- If a trade is vetoed the Head of Trades and Signings will give you three options to correct the trade. If you chose to not accept any of these options the trade will be vetoed and you are on your own to correct it and make it plausible.

9. Salary Cap- Salary Cap is at 53 Million. You may not exceed this at any point.
- Floor Cap is at 33 Million. You may not be below this at any point.
- Players who are on a one-way contract, scratched, still counts towards your cap.
- Bonuses that exceed the salary cap will count towards your cap next year.
- Cap Increases: 3.2% Increase after year one, 2.3% annual increase after that untill the board of governors decides it is time to change it. This will result in a cap of 54.969 in year two and 55.95 in year three, 57.24 the year after, ect ect.
- The Maximum salary for a single player is $10 Million per year.
- the Minimum Salary for a single player is $450,000. Any players under this are not yet on a contract and must be signed before they can be used in the NHL.[/LIST
10. Waivers
[LIST] - Players on a one-way contract may be waived at any point.
- Players waived will be placed waivers for two full days.
- Players on waivers may be picked up by any team, which then the team who picks the player up will be responsible for the player's full salary.
- Players who clear waivers will be placed in the farm team.
- Due to team profits not being utilized, players in the farm team after being waived are subject to being re-called into re-entry waivers after 2 days.
- Players in re-entry may be picked up by any team, which then the team who picks the player up will be responsible for half the player's full salary, and the other half is accounted towards the original team for 1 year.
- Players who clear re-entry waivers may be subject to being bought out, which then 25% of their salary will count towards the team's cap hit for 1 year.
- Waiver orders will follow NHL waiver; teams waiver claim priority will be ranked according to their actual standings, where the bottom team will have first priority.
- Once a team claims a player off waivers, they will move down to the bottom of the priority list regardless of their actual standing.
11. Signings- There will be no Signings out of free agency during Season 1 of CFHL.
- All player signings / extensions are to be negotiated with the commissioner or Head of Signings and Trades.before being processed.
- You will have 2 Extensions allowed during the season. And you will have 2 UFA extensions in the negotiation period, and you may sign up to 5 RFAs during the negotiation period.
- Extensions may not be negotiated during the season until day 65.
- You get an unlimited amount of RFA extensions during the negotiation period.
- Each RFA must be qualified before free agency date or they will turn into a UFA.
- A NTC (no trade clause) will not be lifted for any reason.
- Once you re-sign a player to an extension or a new contract, that player must play 30 games with your team before he is eligible to be traded.
- Regarding real NHL extensions: You will be entitled to a real NHL extension signed by your player up until the first day of our season. Any extensions signed before this day in the real NHL are valid, any signed afterwards are invalid. Please try to keep track of these under your roster pages.
- Extensions may not be negotiated during the season until day 65.
12. Entry Draft- The CFHL does 1st, 2nd and 3rd round draft picks. You have access to the draft picks three years in advance of the year we are currently in.
- Two to three days after the Stanley Cup Champions are declared the NHL entry draft will take place, usually at around 6pm but the time and exact date will be declared near the end of the playoffs.
- All General Managers who would like to be a part of the draft must be online at the time of the draft to make their picks. The draft is held on MSN.
- If you cannot be online for the draft you must submit a list of players you wish to draft.
- If you do not submit a list, or all of your selections have been drafted before you pick then you will be given an available player based on your teams needs and prospect pool.
- Once the draft is over the prospects you draft are the property of your team. You may leave them to develop, you may sign them to play for your team or trade them off, it's up to you.

14. Negotiation Period- During the Negotiation Period the Division will be split between three of the board of governors members, who will deal with the Teams in those divisions and their resigning, the break down goes as follows:
- Tagline - Northwest, Pacific.
- sovietselects17 - Northeast, Atlantic.
- Canucks1000 - Southeast, Central.
- After the entry draft you will have 4 days to negotiate with your free agents and qualify your RFAs before the UFA market opens up. (This period is called the "Negotiation Period".)
- During the Negotiation period you will be able to sign up to 5 RFAs, and up to 2 UFAs.
15. Free Agency- You have 2 extensions to be used during the season to sign any of your players who will hit RFA or UFA status at the end of the season.
- Once the 4 day negotiation period is over, an 8 day free agency will open up. You will have 8 days to make offers to, and sign free agents. A free agent list will be produced by the moderation team so Gms will know who is available.
- Once this period starts a new forum will be made for all the free agents. When an opening offer is given to a player a topic will be posted with the players name. Here is where GMs may make their offers. There will be not set time period for a topic to be closed. If an offer comes on the table the player really likes then he may take it within the hour. If a player gets low balled and doesn't get any offers they like they may not sign. Here are some things to keep in mind about making offers to players:
- If you low ball a player he will be less likely to accept your offers later.
- Players don't just look at money, they also look at: ice time, special teams, competition for their spot on the team, team commitment to winning, coaches style of play (being implemented in season two), No-Trade Clauses and the GM who is trying to sign them. If the GM has show incompetence in the past and turned his team from a contender into a bottom feeder players wont want to sign with you. If they figure you will sign and trade they will be less likely to sign with you. If you are low balling players, putting players in the wrong places on your team ect... They will be less likely to sign with you. You are being judged by the players on your performance as a GM, and it will effect you in the free agency market.
- Expansion to the above rule: Acquiring a player and then automatically turning around and trading that player will be looked upon poorly by other players in the league and it will decrease your chances of landing that key free agent in the offseason, as well as affect you negatively in your extension negotiations. “Turning a prospect” Or a pick will not be looked upon in the same way.
- A player cannot be traded from a team he signed with until 30 game days after the signing have passed.
16. RFA Rules and Arbitration- Qualifying an RFA: A qualifying offer is 110% of the RFA's current salary. Obviously most will not take this offer, but it is enough to keep them from going to UFA status. If you qualify an RFA but cannot come to terms on a contract they will go to Arbitration, which will be discussed below.
- The RFA age is 27 Years old.
- 5 Days into the Free Agency Period Arbitration will take place. Any qualified RFAs who have not yet come to terms with their clubs will go to an Arbitration Trial before 2 Board of Governors members where they will plead their case and the RFA will be given a 1 year contract based on what the two Board of Governors members believe is fair.
- Regarding RFA Offer Sheets: After the negotiation period any unsigned RFA's who have not been qualified will become UFA's. Any RFA's who HAVE been qualified, but have not yet come to terms on a contract may have offer sheets put on them by other GM's.
- You may offer up to 3 offer sheets to RFA's.
- You may sign only 1 player to an RFA offer sheet.
- Once a player is signed to an RFA offer sheet you may not offer anymore, and compensation must be given to the other team.
- Compensation break down:
$660,000 or below = None $660,000 - $1mil = 3rd rounder $1 mil - $ 2 mil = 2nd rounder $2 mil - $ 3 mil = 1st & 3rd rounder $3 mil - $ 4 mil = 1st, 2nd, & 3rd rounder $4 mil - $ 5 mil = 2-1st, 2nd, & 3rd rounder $5 mil or above = 4-1st rounders - The team who has rights to the RFA has the right to match any offer sheet given to one of his players, so don't low ball offer sheets.
- A player does not have to accept your offer sheet, if they feel it is too low or they do not like the terms they may turn it down.
- Negative effects on Signings: Acquiring a player and then automatically turning around and trading that player will be looked upon poorly by other players in the league and it will decrease your chances of landing that key free agent in the offseason, as well as affect you negatively in your extension negotiations. “Turning a prospect” Or a pick will not be looked upon in the same way.
17. Prospects and Rookie Contracts- All entry level contracts must be negotiated with the Head of Trades and Signings or the Commissioner.
- Entry level contract will measure up to 3 years at 850k per year. Please post the signing in the transactions forum, and put which Board member you spoke with.

- Prospects called up during the pre-season or playoff will not have to be signed to an entry level.
- Prospects will become a RFA at the end of their entry contract.
- All entry level contracts are two-way contracts, meaning you are able to send them down without having their salary count towards your cap.
- Prospects signed at an entry level playing in the farm team still counts towards their remaining year.
- You can have up to 3 prospect created per season, more if you intend to put them all on your team.
- To have a prospect created, post a new topic in the prospects forum with the title as the name of the prospect. Put a link to the scouting report (A.k.a. Hockeysfuture) and someone will get around to creating the prospect. Also, put your contract offer in this topic if you plan to sign them immediately.
- Creation of prospect will happen every week.
- If an analasis is unavailabe (A.k.a. a 2008 draft pick) simply submit the players name to Tagline.
- All entry level contracts must be negotiated with the Head of Trades and Signings.
- Expanded entry level signings rules: Please post the signing in the transactions forum, and put which Board member you spoke with.
Disclaimer: Unfortunately these rules cannot cover everything and occasionally someone will find a loophole or something that we didn't cover, if this situation arises we will use our discretion to deal with the problem. Rules are subject to change at any time and are not open to interpretation. The Head of rules has the final say on any ruling.
